Victim Assistance – Physical Rehabilitation & Psychological Support to the Survivors of Explosive Ordnance in Baghlan and Distribution of Cash for food Assistance to returnees in Kunar/Nurgal District.

Project Summary

Since September 2023, over 540,000 Afghans have returned from Pakistan, most of them women and children. To support vulnerable returnees and persons affected by conflict, HDDO implemented a project in Kunar and Baghlan provinces targeting shock-affected households, mine victims, and persons with disabilities.

The project had two main components:

  1. Cash-for-Food Assistance – Provided 100% FSAC-standard food basket cash support (AFN 5,800/month) for 4 months to 291 vulnerable returnee households (2,037 individuals) in Nurgal District, Kunar Province.
  2. Victim Assistance and Rehabilitation – Delivered physical rehabilitation, psychosocial counseling, and assistive devices to 10,200 mine/ERW victims and persons with disabilities in Pulikhumri and Baghlan Jadid Districts, Baghlan Province through a fixed rehabilitation center.

Services included the production and repair of prostheses and orthoses, physiotherapy for 5,530 individuals, psychosocial support for 2,200, and distribution of 1,920 assistive devices and 80 wheelchairs.

The project improved food security, physical rehabilitation, and psychosocial well-being of vulnerable populations, promoting gender equality and social inclusion across targeted communities.

Project Summary

Following the October 2023 earthquakes in Herat Province, which affected over 43,000 people and caused thousands of injuries and home destructions, this project aims to support earthquake victims and persons with disabilities through physical rehabilitation and orthopedic services to restore mobility and independence. It also includes community awareness sessions on disability prevention and rights. The intervention aligns with the Ministry of Public Health’s Disability and Rehabilitation Programme (DRP) and WHO priorities, focusing on improving access to quality rehabilitation, building service capacity, and promoting inclusion for affected populations in Herat.

Victim Assistance – Physical Rehabilitation & Psychological Support to the Survivors of Explosive Ordnance and other Persons with Disability Zabul, Baghlan, Ghazni and Takhar

Project Summary

HDDO implemented a six-month victim assistance project in Baghlan, Zabul, Ghazni, and Takhar provinces, supporting 18,000 mine/ERW victims and persons with disabilities through four fixed rehabilitation centers (one per province). The project provided physical rehabilitation, psychosocial counseling, orthopedic services, and assistive devices, including 3,280 assistive aids and 200 wheelchairs. Key activities included community mobilization, beneficiary identification and assessment, physiotherapy, production and repair of orthopedic appliances, counseling, referrals, and follow-ups.

The project was implemented in close coordination with the Protection Cluster (Mine Action Sub-Cluster) and aligned with the National Disability Prevention and Physical Rehabilitation Strategic Plan (MoPH 2021–2025), MMD National Strategy 2021–2030, and UNMAS Victim Assistance standards. HDDO’s intervention ensured 100% coverage of essential victim assistance services, improving mobility, mental well-being, and inclusion of persons with disabilities in the targeted provinces.

Distribution of In-kind Food Packages in Khas Uruzgan and Tirinkot districts of Uruzgan province

Project Summary

HDDO provided in-kind food assistance to 2,250 vulnerable households (15,750 individuals) in Khas Uruzgan and Tirinkot districts of Uruzgan province (1,125 households per district). The project delivered 50% of the FSAC-standard monthly food basket for four months, distributed in two rounds covering two months each. Each monthly food package included 50 kg wheat flour, 4 liters vegetable oil, 4 kg pulses, and 0.5 kg salt.

The intervention aimed to enhance food security and nutrition among food-insecure households. All activities were implemented in coordination with the FSAC cluster, adhering to reporting and standards of AHF, UNOCHA, FSAC, and other relevant stakeholders.

Objective: To improve food security for vulnerable households through timely provision of in-kind food assistance, covering 50% of monthly needs over four months.

Distribution of Food Packages in DayChopan District of Zabul Province

Project Summary

Zabul province faced high levels of food insecurity (IPC Phase 3 and 4) between June and November 2022, with 30% of the population in Phase 3 and 15% in Phase 4. Vulnerable households, especially female-headed ones, experienced poor food consumption and relied heavily on emergency coping strategies.

HDDO provided in-kind food assistance to 1,070 vulnerable households (7,490 individuals) in Daychopan district, covering 75% of their monthly food needs for six months. Food was distributed in three rounds (each covering two months) and included 75 kg wheat flour, 6 liters vegetable oil, 6 kg pulses, and 0.75 kg salt per month, following FSAC guidelines.

The project aimed to enhance food security and nutrition, improve household food consumption scores, and reduce risks associated with market access, particularly for women. All activities were implemented in coordination with FSAC cluster and regional focal points.

Objective: To improve the food security of vulnerable households through timely in-kind food assistance, covering 75% of monthly needs over six months.
